Why is the outcome of workers of a company here the responsibility of the Defence Force? They are there to make sure they keep their operating costs to a minimum.
When in doubt - twist about!
Its not of course, as you very well know. Its the responsibility of the government. I am quite sure that the defence force doesnt let the contract themselves. They couldnt give a rats arse where the items are made or what they cost, provided they come up to spec. Without knowing the fine details, I would expect that an entity manned by faceless beurocrats within the government lets contracts for all government departments.

In this particular case, the Govt had contracted with an Australian company under CER. That company in turn put the contract out to tender and up until now Swazi had got it. However, with another year of their contract to go, the Aussies once again sought to outsource the manufacturing and China was the cheaper option. The Aussie Company is the one making the profit. It is still presumably costing the NZ Defence the same. When the Aussie contract ends next year it will be interesting to see where it goes then.

[W]hat the internet and its cult of anonymity do is to provide a blanket sort of immunity for anybody who wants to say anything about anybody else, and it would be difficult in this sense to think of a more morally deformed exploitation of the concept of free speech. - Richard Bernstein in the New York Times

They chose not to see that Calliope. Its more about being anti government that caring about Kiwi workers. If they really cared, they would have been protesting about the NZ clothing industry that started disappearing 20 years ago.
