Dead sea life being washed up.

Recently we have had dead fish wash up on our beaches. Even the birds woont touch them so they must be poisoned.
What is the cause of them being poisoned.
Anyone got the answer?

Then the next question is about dogs karking it after a walk on the beach.
Are these related or are there two separate reasons for them being poisoned?
