AN outspoken supporter of President Trump from South Florida was charged on Friday with sending explosive packages to at least a dozen of the president's critics, apparently bringing to a close an attempted bombing spree that has gripped the country just ahead of the mid-term elections.

The suspect, Cesar Altieri Sayoc Jr., 56, was arrested outside a car-repair shop in the Miami area after a fast-moving investigation in which the authorities said they were able to pull a fingerprint from one of the bomb packages and collect Mr. Sayoc's DNA from two others.

Mr. Sayoc, who seemed to be living out of a van in Aventura, Florida, was taken into custody on a day when four more explosive packages were found, including two intended for United States senators, both Democrats.

A federal criminal complaint spells out his contempt for this week's many bomb targets, noting that Mr. Sayoc's van was slathered with images and slogans often found on fringe right-wing social media accounts.

The complaint identifies a Twitter account that authorities said he used to rail against Democratic figures, and it notes that both his social media messages and the bomb packages used the same mis-spelling — “Hilary Clinton” — for Mr. Trump's 2016 opponent.

Mr. Sayoc also posted frequently on right-wing social media groups, the authorities said. On Facebook, Mr. Sayoc published photos of a Trump rally he attended during the 2016 presidential campaign. He was wearing a red “Make America Great Again” hat.

Of the four bombs discovered on Friday, one was addressed to Senator Cory Booker, a New Jersey Democrat; another was sent to James R. Clapper Jr., a former director of national intelligence; and a third was intercepted before it reached Senator Kamala Harris, a California Democrat.

A fourth, found in a mail facility in California, was addressed to Tom Steyer, a prominent Democratic donor, Mr. Steyer said.

In all, Mr. Sayoc is believed to have sent at least 14 bombs to 12 targets, all of whom are regularly disparaged by the right.

At a news conference in Washington, Attorney General Jeff Sessions announced that Mr. Sayoc had been charged with five federal crimes, including the interstate transportation of an explosive, the illegal mailing of explosives and making a threat against a former president and others.

The packages sent by Mr. Sayoc included photographs of his intended targets, each one marked with a red X, according to the criminal complaint.

When asked why Mr. Sayoc had sent the bombs to Democrats, Mr. Sessions said that he was not sure, but added that the suspect “appears to be a partisan.”

The F.B.I. director, Christopher A. Wray, said that the bureau was still trying to determine if Mr. Sayoc's bombs were “functional” but noted that they contained “energetic material” that could be dangerous. Mr. Wray said that the investigation was “active” and cautioned that there could be more bombs still undiscovered.

Speaking at the White House earlier on Friday, Mr. Trump praised law enforcement officials for quickly arresting a suspect.

“These terrorizing acts are despicable and have no place in our country,” he said.

But in a Friday night rally in Charlotte, North Carolina, the president accused the news media of trying to use Mr. Sayoc's political leanings to “score political points against me and the Republican Party.”

“The media has tried to attack the incredible Americans who support our movement to give power back to the people,” he said.

Mr. Sayoc is a registered Republican whose arrest record in Florida dates back to 1991 and includes felony theft, drug and fraud charges, as well as allegations that he threatened to use a bomb, public records show.

His criminal history from the Florida Department of Law Enforcement indicates that he listed his occupation some years ago as “manager.”

According to a 2012 bankruptcy petition filed in Miami, Mr. Sayoc resided at the time at his mother's home. “Lives w/mom,” a handwritten note on the petition said. “Has no furniture.”

Mr. Sayoc was arrested around 11 a.m. on Friday outside an AutoZone car repair shop in Plantation, Florida, about 20 miles from Aventura, officials said. Patrol cars shut down the surrounding streets, leaving rows of businesses inaccessible for part of the morning. The authorities also seized and towed away Mr. Sayoc's white van, where he was apparently living.

Some residents of Aventura reported seeing a similar white van, the windows of which were plastered with a thick collage of pro-Trump stickers, often parked in the lot of a strip mall, the Aventura Waterways shopping center.

Photos of the van showed that one of the stickers depicted a heroic Mr. Trump standing in front of flames and the American flag. Another was of Mrs. Clinton's face in the cross hairs of a rifle scope. A third said: “CNN Sucks.”

“It struck me because of the crazy, conspiratorial stickers covering the windows,” said David Cypkin, a documentary film producer who until recently lived in Aventura and often noticed the van. “It was unsettling, and also it seemed to be occupied. Sometimes the door would be ajar or a window would be open, which indicated to me that maybe somebody was living in the van.”

The criminal complaint against Mr. Sayoc was filed in Federal District Court in Manhattan, where he will be prosecuted. Five of the bombs sent this week fall under the jurisdiction of federal prosecutors in Manhattan.

Mr. Sayoc is expected to appear before a judge in Florida on Monday.

A lawyer from the Federal Defenders office in Manhattan, Sarah Baumgartel, was assigned to represent him. “We hope that he will be presented in court and brought to New York expeditiously so that the case can proceed,” Ms. Baumgartel said.




For months now, Mr. Trump has been attacking the F.B.I., ridiculing its officials and damaging morale at the bureau.

The swift arrest on Friday was a public win for Mr. Wray, the F.B.I. director, and a reminder of his agency's effectiveness.

Commissioner James P. O'Neill of the New York Police Department also praised the F.B.I., sending a message that the two agencies, along with some half a dozen others that took part in the investigation, were in lock step.

One law enforcement official said the investigation came together less than 24 hours before the announcement, with a preliminary DNA match first and the fingerprint match coming sometime on Friday morning.

Later on Friday, federal authorities executed a search warrant at a residence associated with Mr. Sayoc, but he had been living in his van. Agents conducted a preliminary sweep of the vehicle before towing it to the F.B.I. office, where they were expected to search it later on Friday.

The official said that during an interview with agents, Mr. Sayoc denied playing any role in the bombing campaign.

“He denied all knowledge of making the bombs,” the official said. “Any time they brought up the devices, he wouldn’t say anything about them.”

Mr. Sayoc was first interviewed under a national security exception that allows defendants to be questioned without being advised of their rights to a lawyer.

After he was given his Miranda warnings and told he could have a lawyer, “he invoked his right to counsel pretty quickly,” the official said. Mr. Sayoc declined to answer further questions.

Of the packages discovered on Friday, the one addressed to Mr. Clapper, the former senior intelligence official, was meant for the New York offices of CNN, where he works as an analyst, but was intercepted at a mail facility in Midtown Manhattan, police officials in New York City said.

The package addressed to Mr. Booker was found in Florida.

The device sent to Ms. Harris's district office in Sacramento, California, was discovered at a mail facility there, she said in a statement on Friday. Mr. Steyer said the device addressed to him had been intercepted at a mail facility in Burlingame, California.

Speaking on CNN on Friday, Mr. Clapper said he was not surprised that a device had been sent to him.

“This is definitely domestic terrorism,” Mr. Clapper said. “Anyone who has in any way been a critic, publicly been a critic of President Trump, needs to be on an extra alert.”

Other packages have been addressed to former President Barack Obama; former Secretary of State Clinton; former Vice President Joseph R. Biden Jr.; Representative Maxine Waters, a California Democrat; former Attorney General Eric H. Holder Jr.; John O. Brennan, a former C.I.A. director, the actor Robert De Niro; and George Soros, the billionaire Democratic donor.

All of the packages had return address labels bearing the misspelled name of Representative Debbie Wasserman Schultz, a Democrat whose district is in southern Florida. They each were affixed with six first-class stamps, and the explosive devices were contained in plain manila envelopes.

While investigators initially thought that some of the devices were hand delivered, federal officials now believe that all were sent through the mail.

Using information collected by the United States Postal Service, investigators had focused their attention on certain Florida postal centers, including one in Opa-locka near Miami.

Trump just can't help himself

Trump cannot curb his vicious, divisive tongue.

AFTER explosive devices were sent to several leading Democrats and critics of President Trump, including former presidents Bill Clinton and Barack Obama and 2016 Democratic presidential nominee Hillary Clinton, the president called for Americans to stop perceiving each other as enemies. Yet, just hours after his call for unity and comity, Trump unleashed a divisive harangue, blaming the mainstream media for the toxic political environment while taking none of the responsibility himself.

Former-CIA Director John Brennan, a recipient of one of the bomb packages who has been a frequent target of Trump's vitriol, was quick to point out the president's hypocrisy. “Stop blaming others. Look in the mirror,” Brennan tweeted. “Your inflammatory rhetoric, insults, lies, & encouragement of physical violence are disgraceful. Clean up your act…. try to act Presidential.”

What the van tells us about the suspect and his politics.

NEWS CREWS arrived at the auto parts store in Florida where authorities arrested mail-bomb suspect Cesar Sayoc, 56, before FBI agents could secure and remove a white van that purportedly belongs to Sayoc. Television cameras obtained images of the van, revealing windows covered with apparent images of President Trump and slogans and rhetoric common among Trump supporters. Mixed in were graphics apparently created by Sayoc himself. Authorities soon covered the van with a heavy blue tarp.

The images spread quickly on social media, with several people indicating that they'd seen — and photographed — the van in the area of Florida where Sayoc lived. Natalie Kline photographed the van in May 2017 and provided photos to The Washington Post.

There are three large windows, two on the driver's side and one on the passengers' side, covered with images and text. The double doors on the passenger side each had images covering the windows; the doors at the back of the van were covered mostly with text. The only windows without some sort of graphics were the drivers' side window and, presumably, the windshield.

It can be seen on the driver's side in the news photo below. It’s clearly one image repeated in both places, undercutting the assertion by Rush Limbaugh and others that there's something suspicious about how neatly organized the images are.

Section 1. There are three images across the top of the collage showing Trump and Vice President Pence giving thumbs-ups. There's also a flag with white, black, red and yellow bars.

That image appears to be a flag for “the Unconquered Seminoles of Florida Tribal Council,” reinforcing the text that appears underneath it: “Native Americans for Trump.” The flag appears in a Twitter feed that appears to be Sayoc's, as below.

The tribe denies that he is a member.

The text that accompanies the image in the tweet is a jumbled mishmash of politics, Native American identity and mixed-martial arts. Sayoc's van — which appears to be a sort of mobile version of the feed — includes repeated mentions of sports, including MMA.

Section 2. The second row of the van's decal includes a logo for “American Top Team MMA,” which also makes an appearance in the Twitter feed. The image at far right appears to be a promotion for some sort of MMA event called “Hard Rock Weekly.” In addition to his main account, @hardrock2016, Sayoc appears to have run another account called @hardrockintlent — perhaps shorthand for Hard Rock International Entertainment. The tweet above includes a claim that “Hard Rock [has] millions [of] customers.” If there was an actual business isn't clear. There don't appear to have been any posts at that second account that aren't images and text related to politics, with the exception of sporadic tweets about soccer.

The van has repeated mentions of soccer, including at the left side of the second row of the decal. What “Top Youth Soccer Recruits for Trump” means is not clear.

Section 3. The lower left corner of the decal includes a few things that could be pertinent to the mail-bomb investigation. There's this image, for example, also posted to Sayoc's Twitter feed. (Twitter has since suspended the account.)

It makes reference to a number of people targeted with bombs, including former presidents Barack Obama and Bill Clinton, Representative Maxine Waters (Democrat-California) and CNN. Representative Debbie Wasserman Schultz (Democrat-Florida) is pictured; her office was listed as the return address on the bomb packages.

The other images on that illustration and the text are broadly prominent conservative conspiracy theories that were popular during the Obama administration. There's a reference to “Fast & Furious,” an effort to track illegal gun sales early in Obama's first term that was the subject of a sweeping conspiracy theory. There's an image of former Internal Revenue Service official Lois Lerner (between Al Sharpton and House Minority Leader Nancy Pelosi (Democrat-California), the centerpiece of an effort at the IRS to scrutinize groups that claimed tax exemptions while engaging in political work. (Many tea party groups were singled out for scrutiny, prompting another conspiracy theory.)

In other words, the “swamp” shown in the graphic is the muddy water of anti-Democratic sentiment over the past decade or so, with a bit of the media thrown in.

Most of the rest of this section of the decal focuses on attacking perceived enemies of Trump. Hillary Clinton, film-maker Michael Moore, Green Party presidential candidate Jill Stein and CNN's Van Jones are pictured with targets superimposed on them. Jones appears next to the statement “CNN sucks.” There's a target over Obama, too; he's pictured as a child riding a tricycle.

Section 4. This shows Trump riding a tank.

Section 5. At left are a series of conservative memes. The subjects vary; at top center on the left window is an image focused on Hillary Clinton getting debate questions. At lower left is a meme about how much the Obamas purportedly spent on vacation while he was president.

The text below those various memes reads, “I Am Donald Trump & I Approve This Message.”

Section 6. At right is a collection of mostly religious and pro-Trump imagery and messaging. In a photo he posted on Twitter, a man who appears to be Sayoc can be seen wearing a shirt that bears the same image.

The top bar includes Trump's frequent (and incorrect) assertion that pundits said he had “no path” to 270 electoral votes but instead won 306 electoral votes in a “landslide.” (He actually received 304 votes after two of his electors defected. The result was not a landslide, depending on 78,000 votes in three states. He lost the popular vote by nearly 3 million.) This section again mentions Native American support for Trump.

Across the middle are references to voting against abortion and, among other things, an image of Jesus Christ.

A second red bar reads: “Buy American — Drive American / Americans & America first / God, Great Spirit blessings / Thank you all military vets and police”.

Beneath that are images of celebrity Trump supporters, including Toby Keith, Lee Greenwood and Kid Rock.

Most prominent is the pseudo-presidential seal. At lower right is a yellow “ISIS Hunting Permit,” a mock hunting permit targeting the Islamic State. Above that is lettered text, reading: “Jobs Jobs / Pres. Trump creates 28,000 new jobs in February alone / Obama-Democrats lost 286,000 jobs.” This appears to be a reference to manufacturing jobs and includes jobs lost during the recession.

A later image posted by another user on social media shows much more text on the window, but it's hard to make out.

That user also posted an image showing the van's back windows. It includes references to soccer and the University of North Carolina. There's a Trump bumper sticker (apparently from the campaign), the “ISIS hunting permit,” the Seminole flag, an American Top Team decal and the NCAA 2017 college soccer rankings.

The driver's side of the van looks like this, according to news cameras that were present at the time of Sayoc's arrest.

What was added was a strip of text and photos that were also tweeted from the @hardrockintlent account. At right is a general pro-Republican/anti-Democrat message including the phrase “Tackling Illegal Immigration.”

At left is a series of photos and text that appears to be a sort of de facto endorsement from the “Unconquered Seminole Tribe” for Republican candidates in Florida, including Governor Rick Scott (Republican), who is running for Senate, and Representative Ron DeSantis (Republican-Florida), the nominee for governor.

Included at the bottom of the decal is a mention of California billionaire Tom Steyer: “No Tom Steyer California $ influence in Fla. ever!” it reads.

Shortly after Sayoc's arrest became public, another bomb was discovered targeting a prominent Trump opponent: Steyer.
