US President Donald Trump, in UN debut, urges world body to reform

US President Donald Trump made his United Nations debut on Monday, using his first moments to urge the 193-nation organization to cut bureaucracy and costs and define its mission around the world more clearly.

But while Trump chastised the UN - an organisation he had sharply criticised as a candidate - he said the United States would "pledge to be partners in your work," in order to make the world body "a more effective force" for peace.

"In recent years, the United Nations has not reached its full potential due to bureaucracy and mismanagement," said Trump, rebuking the UN for a ballooning budget. "We are not seeing the results in line with this investment."

The president pushed the UN to focus "more on people and less on bureaucracy" and to change "business as usual and not be beholden to ways of the past which were not working."


Trump also suggested that the United States was paying more than its fair share to keep the New York-based organisation operational.

But he also complimented steps the United Nations had taken in the early stages of reform and made no threats to withdraw American support. His measured tone was a stark contrast to his last maiden appearance before an international body, when he stood at NATO's new Brussels headquarters in May and scolded the member nations for not paying enough, while not explicitly backing its mutual defense pact.

During the presidential campaign, Trump had labelled the UN as weak and incompetent, and not a friend of either the United States or Israel. But he has softened his tone since taking office, telling ambassadors from UN Security Council member countries at a White House meeting this year that the organisation has "tremendous potential."

Trump signs executive order targeting North Korea's trading partners

President Trump signed an executive order Thursday targeting North Korea’s trading partners, calling it a “powerful” new tool aimed at isolating and de-nuclearizing the regime.

The president announced the order as he met with South Korean President Moon Jae-in and Japanese Prime Minister Shinzo Abe on the sidelines of the U.N. General Assembly.

He said the order would help target individuals and companies doing business with Pyongyang. Specifically, he said it enhances the Treasury Department’s authority to target those conducting significant trade with the regime, including by sanctioning foreign banks.

“It is unacceptable that others financially support this criminal rogue regime,” Trump said.

He added, “Foreign banks will face a clear choice. Do business with the United States, or facilitate trade with the lawless regime in North Korea.”

Treasury Secretary Steven Mnuchin echoed the president as he issued a warning to foreign banks at a news conference Thursday.

“Foreign financial institutions are now on notice that going forward they can choose to do business with the United States or with North Korea, but not both,” he said.

Mnuchin said the executive order authorizes the Treasury Department to suspend U.S. account access to foreign banks that knowingly facilitate “significant transactions tied to trade with North Korea.”

“For too long, North Korea has evaded sanctions and used the international financial system to facilitate funding for its weapons of mass destruction and ballistic missile programs,” Mnuchin said. “No bank in any country should be used to facilitate Kim Jong Un’s destructive behavior.”

According to a fact sheet provided by the White House, the executive order issues a 180-day ban on vessels and aircraft that have visited North Korea from visiting the United States.

It also allows for sanctions of those involved in the construction, energy, financial services, fishing, information technology, manufacturing, medical, mining, textiles, or transportation industries in North Korea.
On the heels of giving a blistering speech before the U.N. General Assembly where the president blasted “rocket man” Kim Jong Un, Trump said Thursday that he seeks a “complete de-nuclearization” of North Korea.

“We cannot have this as a world body any longer,” he said.

Trump also praised China following reports that its banks are halting business with North Korea.

Chinese banks received a document Monday stating they should halt financial services and loans to new and existing North Korean customers as a result of strict U.N. sanctions passed earlier this month, a source told Reuters on Thursday.

“Our bank is fulfilling our international obligations and implementing United Nations sanctions against North Korea. As such, we refuse to handle any individual loans connected to North Korea,” the document reportedly said.

The move comes after repeated calls from the Trump administration for China to help isolate Kim Jong Un's dictatorship.

“We appreciate it,” Trump said Thursday.

Mrs. Trump also applauded the team members for their contributions, calling them "our heroes."

"On behalf of my husband and our entire country, I want to thank you and your families for all you have sacrificed to keep us safe," she said at a reception at a downtown Toronto hotel for the nearly 100 U.S. athletes competing in the Invictus Games, a creation of Britain's Prince Harry.
"I also want to wish you good luck, though I know you won't need it in these games," Mrs. Trump said. "Take that fighting spirit that I know you have and bring home the gold."

The first lady shook hands with some of the athletes and posed for photos before she departed to prepare for her next appointment: meeting Canadian Prime Minister Justin Trudeau. She was also attending the opening ceremony for the games.
Her first piece of business after arriving earlier Saturday was to visit with Prince Harry.
Mrs. Trump was heard telling the prince, whom she was meeting for the first time, that she had just arrived on a flight from Washington. President Donald Trump was spending the weekend at his golf club in central New Jersey.
"Nice to meet you," Harry said as they were introduced and shook hands. They stood together and smiled for the British and American news media before sitting in adjoining club chairs placed in front of their countries' respective flags.
Harry remarked on how busy the first lady has been. She was in New York this week for Trump's address to the U.N. General Assembly, delivered an address of her own at a U.N. luncheon, and on Friday joined children from the Washington area to plant, harvest and wash vegetables grown in a garden on the White House lawn.
"Yes, very busy," she said, before offering a compliment in return. "You're doing a fantastic job," she said.
Stephanie Grisham, a spokeswoman for Mrs. Trump, said the first lady and Prince Harry chatted about the competition during their approximately 20-minute meeting and joshed about which country would take home the most medals. She also invited him to the White House the next time he visits Washington.
Mrs. Trump led a U.S. delegation to the third annual games that included Veterans Affairs Secretary David Shulkin, professional golfer Nancy Lopez and entertainer Wayne Newton, a celebrity spokesman for a memorial to honor American Indian and Alaska Native veterans.
Grisham said the first lady feels strongly that service members, veterans and their families should be honored daily and that her decision to lead the delegation reflected her "utmost respect" for their hard work, courage and sacrifices.
Mrs. Trump also has "great admiration" for how the games help empower those who have been injured in service.
Prince Harry, a military veteran who served two tours of duty in Afghanistan, established the Invictus Games in 2014 for sick and wounded service members and veterans from around the globe. More than 550 people from 17 countries are expected to compete in various sports, ranging from cycling to wheelchair tennis to sitting volleyball, during the weeklong competition.
London was the setting for the inaugural event in 2015, followed by Orlando last year.
Mrs. Trump's participation continues White House involvement with the games, which began during President Barack Obama's tenure.

Jill Biden, wife of then-Vice President Joe Biden, led the U.S. delegation to London as part of a military initiative undertaken with then-first lady Michelle Obama. Mrs. Obama helped open last year.
