Nope....wrong.

Yes, every number from 1 to 16 is represented once on that table, but there is a special relationship between them.

I'll give you a wee hint....think of a single number.

The sum 34 can be found in the rows, columns, diagonals, each of the quadrants, the centre four squares, and the corner squares.
