Laws and processes will be changed as part of a Government crackdown on organised crime.

The Government today released an all of government plan, Strengthening New Zealand's Resistance to Organised Crime.
The plan, developed by the Ministry of Justice with police, the Organised and Financial Crime Agency (OFCANZ), Serious Fraud Office, Ministry of

Economic Development, and other agencies, would see legislative and operational changes to improve:
# Information sharing, mutual legal assistance and co-operation between domestic agencies and international counterparts.
# Measures to prevent misuse of New Zealand legal arrangements, such as companies and trusts.
# Protections against bribery and corruption.
# Anti-money laundering measures.
# Cyber-crime investigation and enforcement provisions.
# Protections against identity crime.

Police Minister Judith Collins said organised criminal groups were increasingly turning to cyber-crime and financial crimes such as identity theft, fraud, tax evasion and money laundering.

"There is also an increasing convergence between criminals and businesses in finance, transport, private security, entertainment, real estate and various trade-related industries in New Zealand," she said.

"These partnerships facilitate their real businesses -- violence, extortion, drug running, fraud, money laundering and counterfeit goods."

Ms Collins said money underpinned crime and the Government was stepping up efforts to confiscate the proceeds of crime and work more closely with the financial sector to ensure criminals could not exploit rules or systems.

Justice Minister Simon Power asked his sector and regulatory agencies to work more closely.

"A number of legislative reforms are before Parliament or are being developed, which will address key issues. We've done a lot already to fight organised crime, and we've been successful.

"But these networks can change tactics rapidly to take advantage of gaps in laws, technology, trade, and financial systems, so our response needs to be equally adaptable and, more importantly, use all the resources we have at our disposal."

The plan would be implemented over three years and reviewed annually.

The first phase would see legislation passed to remove impediments to the effective combating of organised crime, and disrupting key tools and processes used by organised criminals.

It was proposed for report back to Cabinet in August next year, and will be progressed through an omnibus Organised Crime Amendment Bill agreed for inclusion in the 2012 legislative programme.

Who do they think they are kidding? These are criminals they are talking about, people who break laws anyway, do they really think that these people are going to take any notice of more new laws? They're bloody dreaming! Just as Judith Collins was dreaming when she said she would be crushing boy racer cars, yeah right! none have been crushed so far. Typical National, all wind and water! If they are talking about organised crime they look in the mirror first, they are the biggest thieves and con artists around.They've had almost three years to do something about this sort of thing but they choose  just before an election, and say it's going to be implemented over the following three years. Counting their chickens aren't they?

Have you thought why no cars have been crushed ?   Could it be that the boys have taken notice.
I do know one thing and that is... where we live, boys racing around the streets in the middle of the night was a regular thing.  Every Thursday to Saturday nights.    You could hear the cars for miles and then listen for the sirens.   They also did big wheellies at the crossroad that is 2 houses from where we live.

Its been quiet for ages.   Hasn't been one for months.    

I agree with the changing the laws on financial crime.    Should have been done years ago.

Who are those so called wealthy people? I think its just the beginning of some new laws and a money grab to rob the middle class like is happening world wide.
Newzealand austerity measures implement by stealth.

I wonder how happy the people who vote National in at the next elections will be when they are all crushed by the new carbon taxes.
Carbon tax money that will be paid into the new carbon bank ruled over by Al Gore The Rockefeller's and the Rothschild's to save the planet?

They are the very same people who made all their wealth from crime and wars that are destroying a lot of the planet.

Posting racist or xenophobic messages on the internet and Holocaust denial could be illegal if New Zealand signs up to a international cyber-crime agreement.

Justice Minister Simon Power and Police Minister Judith Collins yesterday announced a three-year plan to crack down on international organised crime. One proposal involves the Government signing the Council of Europe Cyber Crime Convention, also known as the Budapest Convention.

A protocol of the convention requires nations to make "the dissemination of racist and xenophobic material through computer systems" a crime. It also makes denial or justification of the Holocaust and other verified genocides illegal.

Almost 30 nations have ratified the convention. However, a number – including US, Ireland and Britain – have refused to sign the protocol.

The organised crime plan proposes to review New Zealand law "with a view to adopting" the convention. A Justice Ministry report notes many laws already conform to the convention. It estimates 70 per cent of adults have been targets of some form of cyber crime.

An organised crime crackdown would also involve anti-money laundering measures, protections against identity theft and steps to prevent bribery and corruption. It would also allow more information to be shared by domestic agencies and across borders.

An omnibus bill would come before Parliament next year, if National is re-elected.

In a bid to tackle white-collar crime, regulations on establishing firms and trusts will be tightened. More than 1000 New Zealand organisations have been implicated in serious offending overseas in the last five years, the report noted.

To reduce money laundering, increased reporting of suspicious transactions and monitoring of international fund transfers and high value cash transactions would occur.

The opening of what you posted very disturbing nitp. The benefit of freedom of speech is so that people can say offensive things (only the freedom to say acceptable/politically correct things is not freedom). The best form of disinfectant is sunlight. If an idea is wrong, the best way to defeat it is not to suppress it, but put it out in the open. That way it does not get "martyr" status.
